Efficiency, transparency, and accountability are key principles that public management ought to uphold.

Effective public management ensures that resources allocated to policy implementation are utilized effectively, maximizing the benefit to citizens. The core tasks here include the allocation of resources, capacity building for effective implementation, and establishing systems for monitoring and evaluation.

Governance

Governance, in its broadest sense, refers to the exercise of power or authority to manage a country's economic, political, and administrative affairs. It encompasses the mechanisms, processes, and institutions through which citizens and groups articulate their interests, exercise their legal rights, and mediate their differences.

Good governance practices can significantly affect policy execution by providing a conducive environment for policy implementation. This environment is fostered through the principles of rule of law, transparency, responsiveness, consensus-oriented, equity and inclusiveness, effectiveness and efficiency, and accountability.

In the policy execution phase, governance ensures that the interests of all stakeholders are taken into account, the processes are transparent, and the implementation is done in a legal and ethical manner. A lack of good governance practices can result in policy failure, even when the policy itself is sound.
