Cost-Benefit Analysis (CBA)

Cost-benefit analysis (CBA) is an economic evaluation method used to compare the costs and benefits of a policy, project, or intervention. It assesses whether the benefits of a particular action outweigh the costs. The primary goal of CBA is to determine if the intervention is economically justified and to provide a basis for comparing different policy options. The steps involved in conducting a CBA include:

Identifying Costs and Benefits: All relevant costs and benefits of the policy or project are identified and measured. Costs may include upfront investment, operational costs, and ongoing maintenance expenses. Benefits could be direct financial gains, improved public health, reduced environmental impacts, or other positive outcomes.

· Monetizing Costs and Benefits: To facilitate comparison, both costs and benefits are converted into monetary terms. This requires assigning monetary values to non-market goods or intangible impacts, which can be challenging.

· Discounting: Future costs and benefits are discounted to present value to account for the time value of money. This is done to compare costs and benefits that occur at different points in time.

· Calculating Net Present Value (NPV): The NPV is obtained by subtracting the total discounted costs from the total discounted benefits. A positive NPV indicates that the benefits outweigh the costs, making the policy or project economically viable.

Sensitivity Analysis: CBA often involves sensitivity analysis to assess how changes in key assumptions or variables affect the results. This helps identify the most critical factors influencing the analysis.
