On some other matters, both the State and Federal Government share the responsibilities; such areas in the concurrent list include Health, Roads, Education, etc.

The third tier of government, that is, the Local Government, is headed by the Chairman and Councilor. There are 774 Local Governments in Nigeria.

The Federal Executive Council, also known as the Cabinet, or Executive Council of the Federation, comprises the Ministers and the Secretary to the Federation, who is also the secretary of the Federal Executive Council. The Council meets weekly, and in attendance are the top aides of the President, Head of Civil Service, and National Security Adviser. The Executive arm of government carries out the implementation of policies, laws, and programs of government with the tool called, “The Civil Service.” The Civil Service is coordinated by the Civil Service Commission.

The Civil Service is divided into Ministries and Extra-Ministerial Departments. Each Ministry is headed by a Minister of Cabinet, who is the Chief Executive. The role is by appointment. A Minister is assisted by the Permanent Secretary, who is the Chief Accounting Officer to a Ministry. A Permanent Secretary is an employee of the Civil Service Commission. A large ministry might have one or more Ministers of State to assist the Chief Executive. Extra ministerial departments are headed by executives designated as Chairmen. For example, the Federal Civil Service Commission.

The Public Service consists of the Armed Forces, Police, Judiciary, Legislature, Parastatals, Statutory Agencies, and government-owned companies. All are attached to either a Ministry or the Presidency for supervision. The Chief Executives of the establishments within the Public Service are designated as Director General or Managing Director or General Manager.
